The Malaysian Ministry of International Trade and Industry (MITI) published Guidelines for the Importation and Inspection of Metal Scrap for HS code 7204 (ferrous scrap), 7404 (copper scrap) and 7602 (aluminium scrap) and for the Importation and Inspection of Paper Waste. The guidelines came into force on 10th January 2022.

All scrap metal and waste paper intended to be imported into Malaysia are subject to inspection process and issuance of Certificate of Approval (COA) as per the Customs (Prohibition of Imports)(Amendment)(No.2) Order 2022.

The procedures are following these guidelines;

  • Guideline for Importation and Inspection of Metal Scrap (JANUARY 2022 EDITION NO: 1)
  • Guideline for Importation and Inspection of Waste Paper (JANUARY 2022 EDITION NO: 1)
